Ruben Atoyan is an economist at Policy Development and Review Department of International Monetary Fund. He holds a Ph.D. in Economics from the University of North Carolina and a Candidate of Science (equivalent to Ph.D.) degree in Construction Mechanics from Saratov State Technical University (Russia). While at IMF, he worked on several Western Hemisphere countries and was part of IMF Armenia's team in 2006-07.
